Draft Registrar Contract II 22.09.2026
Purpose of the meeting
The purpose of the working group meeting was to review the circulated draft of Registrar Contract II (RCII) and to provide an update on the process and next steps.
The provisions presented during the meeting that did not give rise to questions or comments are not repeated in these minutes, as they are already included in the circulated draft of RCII.
Possible additional change to the Registrar Contract
It was noted that an additional change to the Registrar Contract may be introduced.
Under the current contract, data and ID control must generally be completed within 30 days. In certain circumstances, including cases where there is suspicion of misuse of a domain name, the time limit may be shortened to 10 days.
The time limit for completion of the data and ID control will maybe be shortened to 10 days in all cases.
No decision has been made at this stage. If so, It will be subject to a public consultation, maybe at the beginning of 2027. These considerations may result in an additional amendment to the Registrar Contract besides the ones reviewed at the meeting.
Process and next steps
The working group was informed about the planned process for finalizing Registrar Contract II, which is expected to enter into force on 1 July 2027.
The changes will also be presented to all registrars at a webinar, similar to the process followed previously.
Following this, a written consultation will be conducted. The consultation is expected to focus primarily on the practical and technical implementation of the agreement – change of wording.
Registrars will therefore have the opportunity to raise any technical or operational issues that might have been overlooked when drafting the contract.
The expected timeline is:
- October/November 2026: Meeting/webinar with all registrars.
- November/December 2026: Written consultation.
- January 2027: The final version of Registrar Contract II is expected to be distributed.
- July 2027: Registrar Contract II is expected to enter into force.
- 1 July 2028: Updated Terms and Conditions are expected to enter into force in connection with the full transition to the new registrar model.
It was noted that minor amendments to the Registrar contract may also be required in 2028 to ensure alignment with the updated Terms and Conditions.
New Registrar Portal
Work on the new registrar portal is ongoing, and testing will commence shortly.

The intention is to involve participants with both legal and technical perspectives, as these will be important aspects of the new portal.
